Subject: Re: Big Isle vog results in disaster designation

sulpher damage is not a "disease"; death by exposure to sulpher is a
chemical reaction. heavy vog is, however, often a causal agent in plants
for increased fungal diseases, especially easy to see in taro leaves (the
fungi are already present in the air and soil around us but the conditions
set up by the vog support increased growth -ie. reduced winds; hotter,
muggier air). the direct application of sulpher kills fungi (ie. sulpher
and coconut oil is a remedy for mange and cracked skin in animals).

years ago, hawaiians used to use pure sulpher from the volcano left by
events like this to "spring clean" their homes by closing up the house and
leaving a small amount of exposed sulpher inside. they'd spend the season
at the beach. when they came back everything in the house would be dead -
ants, cockroaches, geckos, lice, fleas, the beetles that chewed the mats and
the thatching... current concentrations in the air are probably not enough
to cause major human impacts right now but enough to disrupt plant health.

the thing we have to remember is the limitations of the view from "in our
lifetime." does anyone really believe that this is the first time in the
history of the islands - and island flora and fauna - that this has
happened? i am sure if the historical records and long time farmers are
consulted that sulpher/vog damage to ohia forests and local crops has been
evidenced (taro for sure, coffee maybe; proteas are a relatively recent ag
crop). they are still here. one might even hope that the sulpher vog would
have a strong influence on reducing the population of a few invasive
species - avian malaria carrying mosquitoes, coqui frogs, miconia, kahili
ginger, gorse, silky oak, faya tree...

so what would the money be for? comping farmers for lost/damaged crops or
replanting once the volcano settles down again (pele is rising so that might
be a long way off) sounds fine but the money comes in the form of a loan.
are farmers already "loaned out" since the earthquake?

some questions to ponder:
which farmers will qualify and sign up for it?
what is the pattern of "gentile farms" on the slopes of the volcano and in
the path of the vog drift?
how visible to the tourist venues of the island is the floristic damage?
what agencies (whose budgets are probably getting really pinched) will be
handling the money? DOA? Farm Bureau? and will they get to keep that
funding once the money comes down if it's not used up by the loan program?
it's an election year - which local politicians will work this and take
credit for it (besides Inouye)?

to offset vog-related crop losses. A special Hawaii legislative committee
was formed and has began to hold a series of hearings to examine the
effects of the vog on Hawaii, its residents and economy. House lawmakers
say vog is as serious a natural disaster as a hurricane, tsunami or
earthquake. A report on the committee's findings is expected by the time
the Legislature convenes its regular session in January.

My submission to the forum:

Time-aged argument
August 02, 2008 | 12:44 PM

Since the beginning of the 1960s and the development of hotels and influx
of settlers, water has always been an issue with the community throughout
the islands. Mau'i was no different as the farmers were concerned with the
water usage and their water rights. People were well aware of the future
problems but their voices were ignored. Today we see the fruition of those
prophetic warnings. Golf courses, swimming pools, hotels, and increase of
population tapped into the waters of our farmers and eco-system. People
used to be water-concious; now they waste it like there's no tomorrow.
Some water can be recycled and after all these decades, no one has
developed or considered any solution until it actually blows up in their
face. Good going! LOL...

Subject: Hana: When Community Development Projects Go Bad...

It seems that if adequate planning took place - that an outcome like this
should not have happened.

On the other hand - I've waited a long time to see the result of this
"high class" project.

If I remember correctly, this project was "the baby" of a OHA Maui trustee
- who was also vice-chair of the board and the chairman of the finance
committee (or whatever the appropriate OHA committee that OKs such
projects is called).

It is possible that the "mover" at OHA might have been too pre-occupied
with getting the money to go to Maui - and not paying proper attention to
the clues that must have come up at past times.

So, whomever's mistake it was, including the total Board of Trustees that
had to pass the budget that OHA spent (and lost) on this project, somebody
ought to be responsible. And, if there is any wrong-doing - then the
wrong-doers should be pointed out and restitution made.

Or, like screw-ups that happen in government - everything is swept under
the rug - and things go on as if nothing negative took place.

yes, i wonder if that's so. i think some of the pomo here in mendocino

1850, and clayton duncan, whose great great grandma survived that massacre

THE WELDER

I am a welder.
Not an alchemist.
I am interested in the blend
of common elements to make
a common thing.

No magic here.
Only the heat of my desire to fuse
what I already know
exists. Is possible.

We plead to each other,
we all come from the same rock
we all come from the same rock
ignoring the fact that we bend
at different temperatures
that each of us is malleable
up to a point.

Yes, fusion is possible
but only if things get hot enough -
all else is temporary adhesion,
patching up.

It is the intimacy of steel melting
into steel, the fire of your individual
passion to take hold of ourselves
that makes sculpture of your lives,
builds buildings.

And I am not talking about skyscrapers,
merely structures that can support us
of trembling.

for too long a time
the heat of my heavy hands
has been smoldering
in the pockets of other
people's business-
they need oxygen to make fire.

I am now
coming up for air
Yes, I am
picking up the torch.

I am the welder.
I understand the capacity of heat
to change the shape of things.
I am suited to work
within the realm of sparks
out of control.

I am the welder.
I am taking the power
into my own hands.

Subject: Phew! Bush Dirty Diapers!

Folks, just prepare yourself for this: Not only is the Fat Lady about to
sing the aria but it will be in an ear-shattering alto in B flat that
will shatter 'Glass Towers" in DC, London and Wall Street.
http://www.rense.com/general82/dite.htm
Phew!
Bush Dirty Diapers!
By Karl Schwarz
8-2-8

As the bad news unfolds in the Caspian Basin that the US is being 'shut
out' of its delusional Grand Chessboard scheme, there are other forest
fires, tornados, hurricanes, earthquakes, volcanos erupting in the US
and UK that may well spell the doom of BushCo and the Imbecile Great
Decider at the helm. He is now expendable and vulnerable to both
impeachment and possible war crimes charges. Pay attention to how
expendable 'Gorgon' Brown suddenly has become. Bush is next as should be
most of those in DC.

The Russians are often brilliant strategists, and never, even for a
moment underestimate, them.

Some time around 2000, there was an "investment club" created. It was
somewhere around $20 to $22 billion dollars and was promoted by a lot of
high profile names mentioned often in this 9-11 / Caspian Basin fiasco,
and some not mentioned at all. Names like George H W Bush, Tricky Dick
Cheney, Nicholas Brady, John Sununu and others. All of their names
surfaced in our investigation of what was going on in the Caspian Basin.
They had all purchased front row seats to get at those trillions, and
trillions and trillions of dollars in Caspian oil and gas.

Of course, that is the same John Sununu that had to resign from the
Reagan Administration. Not sure what the connection was but the day he
resigned Pan Am filed for bankruptcy. They must have seen trouble coming
in losing their 'best customer.' Then there is the same Nicholas Brady
of the GHWB Administration, the Brady Bonds fiasco and board member of
Amerada Hess. The 9-11 Commission Chairman, Thomas Keane, is chairman of
Amerada Hess and major shareholder, so, yes, he probably would have
ignored the 'truth' for a board member involved in this Caspian Basin
Investment Club.

There is a very real possibility that this 'investment club' was
involved in getting 9-11 done, and it is also a possibility that they
are about take a major hit due to Junior losing the Caspian Basin. I
frankly hope they take a mega-billion dollar red ink shower and lose it
all.

I hope they enjoy their front row seat for the aria, as the Fat Lady
begins to sing, and that they lose those billions of still more
stupidity of what they thought they could pull off and rip-off via the
Caspian Basin.

The days of oil are numbered except for petrochemicals, the days of
natural gas run as long as the Earth produces natural gas as a natural
process of our planet. It is very apparent that Russia has now emerged
as the dominant global giant in natural gas. What they control and how
they will use that if pushed the wrong way could cause a meltdown in
many parts of the world. The EU is paying attention and it is past time
the US did, too.

The day is coming fast that automobiles will be powered by hydrogen and
water, not oil and gasoline. I cannot foresee a time in the future that
natural gas will NOT be the KEY energy issue, and Russia has already won
that war, hands down. If this were a hockey game it would be Russia 50,
US 0. If it were a basketball game it would be Russia100, US 0. If it
were a tennis match it would be Russia 6-0, 6-0, 6-0.

We lost, that's the proverbial bottom line. Game, set and match. It is
over. Finis.

The next generation of and for mankind is nanotechnology, and it will be
powered by natural gas, not oil. My company scientists are experts in
that matter. Russia has just taken the lead on the NOW and the FUTURE,
and has left the US behind, wallowing in its Oil-on-the-Brain mindset.

My sources in Houston inform that Big Oil is realizing fast that the
BushCo brain-damaged fraud of its 'Global War on Terror' has blown up in
its face like a nuclear bomb. To that extent, Big Oil is no longer
heeding Daddy Bush's calls to go help Junior with his dirty diapers.

Why it took them so long to recognize 'catastrophe' is incredible. Maybe
it is due to their blinding, delusional blizzard of '$$$' they were
dreaming of making from the Caspian Basin, like sugar plums dancing in
their heads. Maybe it is because the wealthy can afford to not pay
attention to the realities right in front of their noses. I have
suspected for a long time that many of the Wealthy Elite in the US are
running on either 'lobotomy mode' or autopilot in 'stuck-on-stupid'
gear.

There is indeed a 'core group' of Big Oil tycoons in Texas who have been
called upon over the years to provide 'opportunities' for Junior, so the
moron will have something to do other than be 'unemployed.' They have
always received '911 emergency' phone calls from Daddy that dirty diaper
duty is a must. One of those major Houston 'players' and I have spoken
often. My friend is astounded at the lack of perception of the Houston
and Washington power players and how it took them so long to figure out
what 'stupid' looks like.

As he said to me once, "Hey, I know stupid shit when I see it." He does,
indeed, and his comment was about Junior's cabal's likelihood of success
stealing the Caspian Basin. That comment was made in 2002.

Such a call to duty is even a requirement of not being put on the 'Bush
Shit List.' Frankly, I think it's about the Best list in the world to be
on these days. I have been thrown out of better clubs than BushCo and
damned proud that 'smudge' is not on my resume.

This diaper is so dirty, so putrid, people have decided they have better
things to do with their time and money. They invested heavily in this
Grand Chessboard scheme and now it is every man for himself to see how
much they can limit the damage and control their losses. My bet is there
are not enough lifejackets on the USS Bush Titanic for all to survive
and some have reached that pregnant "moment of truth' stage. Cut the
losses with BushCo or sink with them.

The Great Decider Bush and Daddy Bush are probably already making plans
to push more than a few overboard from the USS Bush Titanic just to save
their pathetic Presidential 'legacies.' They have already made a 'Bush
Shit List' and it grows daily due to people turning and walking away in
disgust.

There are three American Presidential legacies that should be stricken
from every book, every building and aircraft carrier and every other
place of 'honor'...and they are those of George H W Bush, Bill Clinton
and George W Bush. We could not combine the best from these three
deceitful, traitorous, treasonous, genocidal morons and come up with a
single decent American President.

America, face up to this simple reality: The Bush Family has raped,
ravaged and thrown you into the trash heap. They screw up everything
they touch with their lie-based schemes, and their treasonous sales of
our best technology to our enemies and 'friends' has tossed away decades
of the best R&D any nation ever achieved. Get over the reality of the
matter and figure out how you are going to survive the Sinking of
America. If you do not have a lifejacket, you had better find one...and
fast.

There is a very real possibility that major oil companies and major
billionaire Bush Buddies are about to take a bath to the point that even
the money and power landscape of America will change significantly.
Yeah, some of the Wealthy Elite are way, way past angry and fed-up with
the Bush Show. They are going to get hosed by this stupid strategic plan
and so is the rest of America. We may soon see some down on their luck
billionaires due to collective Bush Stupidity.

It is one thing to 'crap' on the presidency and the Oval Office as
Clinton did, but it is quite another matter to decimate/annihilate Iraq
and Afghanistan (and slaughter a couple million human beings), and to
dump on Russia and China, bungle the entire Caspian Basin scheme, stab
America in the back and essentially blow the entire game in spades. Only
George W Bush could pull of that hat trick. Even if we had Mr. MaGoo and
Elmer Fudd as president and vice president, more accomplishments would
have been realized since the 2000 'elections.'

These two morons, Bush & Cheney - and their Zionist NeoCon parasites and
pathological killers - are a hideous, evil plague on the planet by ANY
measure. Remember, I am a Conservative Republican and I know what of I
speak.

In my opinion, Bush has blown more opportunities than any President in
my lifetime due to his arrogance and self-inflicted ignorance.

I told one of my readers that what is happening right now is the
equivalent of being hit in the head with a (Russian) Nolan Ryan
fastball, and then the umpire takes the bat and hits the batter in the
head again for being too stupid to see it coming and too stupid to duck.
The analogy is simply that BushCo has been knocked out, lights out, and
Americans are beyond stupid if they do not wake up and look at the
realities of the situation.

I know many Americans who feel that way (hit in the head by a fastball)
and are stunned at what they are witnessing. This is indeed a Major
National Embarrassment and it is the folks in DC, the Fed, Wall Street
and corporate America who are to blame. Stay focused on that. It is not
your idiot next door neighbor who thinks Bush is "hot" or the one across
the street who thinks the only 'truth' in America drivels from the
mouths of O'Reilly and Limbaugh. The real problem is inWashington, DC
and the lunatic policies these power-drunk morons keep pushing.

They all are lying to you, folks, so get it straight in your head. Those
'leaders' in Washington, DC are LIARS. When their lips are moving be
very wary, be afraid of what they are *really* saying. Very afraid.

These events also raise serious questions about the sanity of the Barky
Obama Black Bush strategery of 'refocusing' on Afghanistan (to try to
get that pipeline deal finally done.) I can think of no reason
whatsoever to spend even one second or $1 to save the reputation of
Zbigniew Brzezinski and his lunatic vision for the world. The man is an
idiot and Russia just proved it by pushing the US out of the Caspian
Basin in one fell swoop with a contract and a pen. Seriously, his idea
was dim and dumb in 1979 and it is still so in 2008. As we now know, it
is dead meat lying at the bottom of the sea. Get over it and come up
with a better plan.

And for the love of God, we must not allow the squander of the life of
even one more American soldier on this Grand Lie.

I can bet there are plenty of 'CYA' handwringing strategy sessions going
on over at Obamanation HQ and BushCo about how they are going to try to
explain away this colossal failure to America. I still have yet to see
that McCain has a clue as to what is unraveling right before his eyes.

Seriously, there is FUBAR, and then there is "W FUBAR" which makes the
original military term mild in comparison.

Russia just made it clear to McCain: "We can afford to cut off relations
with any of our partners if that's what they want. We're not interested
in what [John] McCain has to say. Let him become president first, then
we'll listen to him," a senior Russian diplomat told reporters on
Tuesday, according to AFP.

That was in response to all of the John McGoo 'tough talk' about how he
is going to reign in Russia, 'correct their attitude' and get the BushCo
plan back on track.

Hint - cut a deal with IRAN or pack your bags in the entire Centcom area
of the Middle East and Central Asia. You Bush sycophants are stinking up
the world stage with your incompetence.

Another dynamic is the call for 'Gorgon' Brown to resign. Just like Tony
Blair, his oratory, bullshit and pontificating is just making the hole
deeper. Of concern there is that the Rothschild family is apparently
pushing either Zionist Jack Straw or Zionist David Miliband to replace
Brown so they can try to get their greed-lust game plan back on the
track. Folks, it is not happening and it is not going to happen.

The Rothschild family is going to have to come to grips with the fact
that they are not going to survive this intact. One of their heirs and
author of "Global Warming Survival Handbook", David de Rothschild, was
quoted saying that 'Jupiter and Saturn are closer to the Sun than
Earth', so that is why his theory of Global Warming was valid. Yeah,
well, money can't buy a brain.

I know, Forrest, stupid is as stupid does. Nothing is quite so revealing
as inbreeding.

Well, the train wreck is total and getting it back on the rails might
well take a generation. They just don't want Americans to figure that
out yet and rise up and cast out their handpicked morons from power in
the United States. That would be their worst nightmare come true...an
awakened America that will not play along any more with these stupid
schemes.

America, take a hint. Learn the joy of saying NO. We can stop this
insanity so fast Washington, DC would need a chiropractor due to
whiplash.

In a non-tearjerker moment, Ehud Olmert announced July 30 that he is
stepping down...so there will be regime change in Israel, too. That one
is more problematic because Olmert was pushing for peace with the
Palestinians and the powers-that-be do not wish for that to happen. They
want war, so the Musical 'War' Chairs game is now being played out in
the US, UK and Tel Aviv to get the War Plan back on track.

Bush wants a 'peace deal' by the end of his term between Israel and the
Palestinians. Well, as of Olmert's announcement that is not happening
either.

This is yet another example of 'brain flatulence' that will backfire in
their faces because Iran will not budge and neither China nor Russia are
going to let anyone control their economies. Russia could cut the
natural gas and oil off to EU and put the entire EU economy on its knees
in a matter of hours...just turn off a few

master valves, and the party's over. Talk about NUKE capability and
there's not a damned thing the bogus Bush Missile Shield can do about
that.

Russia is now more powerful than ever, and so is China. They (the US, UK
and Israel) seem to be forgetting that in the grand scheme they have
created the perfect storm that can end their rule. They forgot that they
are no longer in charge and in no position to dictate terms to any
nation, especially to China or Russia.

Vladimir Putin and Dmitry Medvedev have proven to be chess masters of
the first order and our Imbecile Great Decider can't even play a game of
checkers without lying, cheating or screwing it up.

Hello, they cannot handle Afghanistan or Iraq Any American who thinks
they can handle China or Russia does not have enough brain cells firing
at the same time to find a light switch. They also cannot handle America
if we all stand up in unison and say 'NO!'

If you have been paying attention, the Russian-UK oil partnership of
TNK-BP is imploding. The people at BP recently announced that they had
recalled the remaining 60 employees from Russia and powerful forces
inside of Russia are forcing out the British CEO of TNK-BP. This all
coincided with the recent announcement that TNK-BP was one of the three
Russian oil and gas giants that were granted full access to develop
Venezuela's vast oil reserves...perhaps as much as 4 trillion barrels.
My bet is BP has not been invited along for the party in Venezuela.

This was in part predictable since the UK is harboring wanted fugitive
Boris Berezovsky. Mr. Berezovsky was the former Yeltsin man and liaison
to those same Caspian Basin nations that BushCo and the UK allies so
desperately wanted to take over and control. They lost, now they are
scrambling to turn their loss into a victory without America figuring
out that the official clock reads '00:00' left in the game.

Simple rule - when a 'team' of schemers and liars cannot get a deal done
after 30 years of lying and scheming, it is time for both a new plan and
a new team. This has now turned out to be 'a swing and a miss' for three
long, agonizing decades.

Of course, it did not help matters when Alexander Litvinenko was
murdered on British soil and the UK pointed the finger of blame at
Putin. That was a stupid move on the part of the Brits, but like Bush,
they specialize in stupid moves over in London. That ranked right up
there with our Black Poodle Condi Rice jetting all over the world to do
'arf-arf photo ops' and then scurrying around to piss on the feet of the
Russian Bear.

Matters inside of TNK-BP started coming unraveled when the UK continued
its protection of their CIA-MI6 Zionist ex-oligarch Berezovsky and would
not extradite him to Russia to face charges for crimes against Mother
Russia. It was Berezovsky who tried to sell out the Caspian Basin to the
US and UK and the entire Caspian Basin despises this Zionist Jew
traitor.

One of the little known facts about how Big Oil is positioned in this
global game is that Conoco owns 35% of LUKOil and there are no problems
whatsoever between Russia and Conoco. They are getting along fine and
kicking BushCo black and blue all over the world with LUKOil as their
partner.

Evidently, the management of that American oil company figured out long
ago that BushCo would crap the diaper, and they wisely chose to team up
with who the winners would eventually be.

Just think, BushCo could have spent that $5 trillion Iraq war waste on
alternative energy and domestic oil and gas production...and completely
weaned the US from dependence on foreign oil. No, that was too logical
and would mean that the Caspian Basin profits would be lost to them and
their cronies.

But I digress, that would require that the goons in DC be able to grasp
idea that is was worthy for them to develop a real energy strategy, that
to do something for America just might be the moral thing to do. No,
alas, we cannot have realities contradict the delusional bullshit of the
current regime in Washington, DC.

Well, those profits from global oil and gas control are being lost to
'others' anyway, so now it is time for America to demand a 'full
accounting' regarding Use of Funds on that $5 trillion Bush blew
through. It is way past time for a full accounting on what these idiots
in DC did with $5 trillion that they heaped on the backs of the American
taxpayers and have nothing to show for it but lies and failure, two
destroyed nations and at least two million dead people.

Such is the tragedy of myopic, arrogant, greedy people chasing stupid
strategic visions and plans that were, in reality, nothing but a stinky
dirty diaper from the day they launched their grand scheme on September
11, 2001.

Folks, just prepare yourself for this: Not only is the Fat Lady about to
sing the aria but it will be in an ear-shattering alto in B flat that
will shatter 'Glass Towers" in DC, London and Wall Street. And, damn, is
she one Ugly Fat Lady.

Ugly has come home to roost on the New World Order as defined by the
Bush Family. Unfortunately, it has come home to roost on America, too.
Maybe God will help us through this but, if so, it will not be because
of these evil idiots in DC.

Subject: [livingnation] The Big Question Is: If he gets a medal - Will he
raise the Hawaiian Flag?

Daniel Coakley is one of the fastest sprint swimmers, if not the fastest,
in Hawai'i's high school record book. Unfortunately, being kanaka maoli,
he's swimming for the Philippines - it's much easier to make it to the
Olympics.

It is such an honor to be able to cheer for a kanaka maoli at the
Olympics. We have one - and I feel so proud that one of us has a chance.

His father is a Kamehameha grad. And he (Daniel) will have a Hawaiian
flag with him at the Olympics.

So the question is: If he medals - although he will probably display the
flag of the Philippines - will he also display the Hawaiian flag?

Look him up - at - danielcoakley.com

Good luck, Danny!!!!

Who Cares For This Boy? (TAKE ACTION information below)
Moazzam Begg
July 25, 2008
http://www.cageprisoners.com/articles.php?id=25526

His hair has grown, his voice sounds a little deeper and his
wounds appear to have healed somewhat. But what isn't clear from the
first ever Guantanamo interrogation video to be released for public
consumption is that Omar Khadr is blind in one eye.

The Bagram airbase lies some 30 miles north of the Afghan
capital, Kabul.
Inside the airbase is a prison, a converted machine-factory
built by the
Soviets during their occupation of Afghanistan. Inscriptions
in Russian are
still visible on the walls and doors.

During the day, this place is usually deathly quiet. But at
night, the
sounds of soldiers as they patrol, chains clinking along the
concrete floor
as prisoners are frog-marched to and from interrogation rooms
and screams of
interrogators and interrogated usually keep you awake. It is
worse than
Guantanamo.

In this place I witnessed two separate killings by American
soldiers - the
subject of this year's Oscar-winning documentary, Taxi to the
Dark Side -
before I too was sent to Guantanamo. It is here too that I
first met Omar
Khadr, a boy from Canada who'd just turned sixteen.

I never really understood why but our military police guards
would always
refer to Khadr as 'Buckshot Bob' or simply 'Buckshot'. His
wounds didn't
seem to me as if they had been caused by the blast of a
shotgun. They were
much more horrific. Chunks of his chest and shoulder had been
blown out - or
so I'd assumed and, he was unable to see through one of his
eyes because of
the injuries he'd sustained, allegedly in a fire-fight with
US troops. His
chest looked like he'd just had a post mortem operation
performed on him ˆ
whilst he was still alive. He was emaciated, fragile and
quiet.

But the rumour spread around about Khadr claimed that he'd
launched a
grenade-attack on unsuspecting US forces. Consequently, the
military police
units guarding us all treated Omar Khadr with open contempt
and hostility.
He was sometimes screamed at all night long; made to stack up
crates of
water bottles which were thrown down again; a hood placed
over his head
whilst his wrists were shackled to the ceiling. But, three
years after my
release from Guantanamo, and five since I last saw Khadr, I
have come to
realise the logic behind the name 'Buckshot'.

Photographs released by the US military this year show Khadr
when he was
first captured. The missing chunks of flesh were exit wounds
from shotgun
rounds fired. Its is now clear, based on statements by the
soldiers who
captured him, that Khadr had been shot in the back ˆ at
point-blank range.

Khadr and I shared a communal cell where walking, talking,
standing or
simply looking in the wrong direction would earn us a few
hours with our
hands chained above our heads to the cage door and a hood
placed over our
faces. Still, I managed some whispered conversations with
Khadr who, just
like me, had begun to comprehend his ordeal had only just
started.

Omar's treatment varied according to the perception various
soldiers and
interrogators had of him: most of it bad. But a handful of
them, who
actually got to know him and speak to him like a human being,
told me how
bad they felt about having a child like him in custody.

I recall the last words Omar Khadr said to me before he was
shipped off to
Guantanamo, 'You're fortunate, people here care about you. No
one cares
about me.'

Omar was later accused of causing the death of a US Special
Forces operative
with a grenade. Yet a report given by the soldier who shot
him says that not
only was Mr. Khadr alive there, an adult man was also alive
at the time he,
the U.S. soldier, rushed in shooting. This contradicts the
testimony of
another solider who said that only Mr. Khadr was alive at the
time.

Whatever the case may be, Omar is fast approaching the
SEVENTH year of his
detention in Guantanamo. He is now twenty-one. In January
this year, a
training document produced by the Canadian foreign ministry,
which referred
to Guantanamo Bay, listed the United States as a country
known to practice
torture. Despite this assertion, the only westerner remaining
in the world's
most infamous prison at Guantanamo Bay is the Canadian, Omar
Khadr. And his
government, which accepts the abuses faced by others at such
places are very
real, will do nothing for its own citizen, who was bought
there in chains as
a child.

In the video that made headlines this week Khadr is heard
repeating some
words in a very distressed state. Whilst there is some
dispute about whether
he's saying 'help me, help me' or 'kill me kill me', his
family believe he's
simply saying, 'ya ummi, ya ummi' - Arabic for 'my mother, my
mother'.
Although this video was recorded (in secret) over five years
ago, the words
I last heard from this gaunt, softly-spoken child all those
years ago echo
yet again. But this time the world can see and hear him: 'No
one cares about
me.'
===

Action for Omar: Guantanamo's Child:

Omar Khadr was taken into US custody when he was just 15
years old. The US
government has said that all detainees are "treated in a
manner appropriate
to their age and status". If this is true, then the case of
Omar Khadr
indicates that an "appropriate manner" involves torture and
other cruel,
inhuman and degrading treatment as well as denial of any form
of justice.

Omar Khadr is one of at least 22 Guantanamo Bay detainees who
were aged
under 18 when detained. In April 2003 the US authorities
revealed that
children as young as 13 were detained in the prison. Reports
of torture and
attempted suicide by juvenile detainees undermine the claim
by US
authorities that they are receiving "special emotional and
physical care".

Contrary to international standards the Pentagon has defined
child detainees
as those aged under 16, rather than under 18. Lieutenant
Corporal Johnson, a
spokesperson for the US military, stated in 2003 that, "until
we ensure that
they're no longer a threat, that there's no pending law
enforcement against
them, that they're no longer of intelligence value", the
children would
continue to be held.

Arrest and injury

'You're fortunate, people here care about you. No one cares
about
me.' Omar Khadr to Moazzam Begg while in Bagram.

Omar Khadr was wounded by US soldiers during a battle near
Khost,
Afghanistan, and taken into US custody on 27 July 2002.
During his
capture he was shot three times and is nearly blind in one
eye as a
result of his injuries. The US military allege that Omar
Khadr
killed a US soldier, Sergeant Christopher J. Speer, in the
operation. Even though Omar Khadr was seriously injured, his
interrogation started as soon as he was taken into custody.

A US official stated that captured prisoners were so scared
of abuse
by US soldiers that they would talk without prompting. The
prisoners "sometimes think we are going to cut out their
livers" he
said, giving Omar Khadr as an example of a prisoner "singing
like a
bird".

Omar Khadr states that:

·he asked for pain medication for his wounds but
was refused;
· during interrogations a bag was placed over his
head and US
personnel brought military dogs into the room to
frighten him;
· cold water was thrown on him;
· his hands were tied above a door frame and he
was forced to stand
in this position for hours;
· he was not allowed to use the bathroom and was
forced to urinate
on himself.

Former detainees have described how Omar was:

· brought into Bagram Airbase with horrific
gunshot wounds: chunks
of his chest and shoulder blown out. In the words
of one former
detainee, "his chest looked like he'd just had a
post mortem
operation performed on him ˆ whilst he was
still alive";
· treated by guards with contempt and hostility;
· screamed at by guards for the duration of the
night;
· forced to stake crates of water bottles which
would then be thrown
down again;
· forced to assume stress positions whilst being
hooded, his wrists
shackled to the ceiling;

On 30 August 2002 Canadian officials sent a diplomatic note
to the
US authorities asking for consular access to Omar Khadr while
he was
held in the US airbase at Bagram, Afghanistan. The US denied
the
request on 9 September, saying only that they would notify
the
Canadian government if any Canadian citizens were transferred
to
Guantanamo Bay.

Guantanamo Bay

"I lost my eyes, I lost my feet" Omar Khadr to Canadian
officials in
Guantanamo. Omar Khadr was transferred to Guantanamo Bay in
October
2002. He says that as soon as he arrived he was subjected to
a range
of torture and ill-treatment that included:

· being short-shackled by his hands and feet to a
bolt in the floor
and left for five to six hours; occasionally a US
officer would
enter the room to laugh at him;
· being kept in extremely cold rooms;
· being lifted up by the neck while shackled, and
then dropped to
the floor; · being beaten by guards;
· having a finger pressed into a pressure point
in his neck, causing
severe pain and inability to breathe;
· being left short-shackled by guards in an
interrogation room until
he urinated on himself. Guards then poured a pine
scented cleaning
fluid over him and used him as a "human mop" to
clean up the mess.
He says that he was not provided with clean
clothes for several days
after this degradation.

Omar Khadr was held in Camp V of Guantanamo Bay for over a
year.
Camp V is the most notorious of the camps still operating at
Guantanamo, styled on the harsh super maximum security units
on the
US mainland. It is reserved for "high value" or
"uncooperative"
detainees.
Omar Khadr says of his time in Camp V:

· the lights were kept on 24 hours a day and
detainees were punished
for trying to cover the lights with their clothes
· the air conditioning was kept on cold, which he
says "destroyed
his lungs";
· he was routinely placed in isolation, sometimes
for up to a month;
· he was only allowed exercise once every four or
five days, and in
2005 went without exercise in daylight hours for
several months. In
addition to the beatings, isolation and frequent
interrogations,
Omar Khadr has been threatened with transfer to
Afghanistan, Jordan
and other places. He understood that these were
threats of transfer
to places where he would be tortured. He was also
told that an
Egyptian soldier, known to him only as Soldier
Number 9, would be
sent to rape him.

Hunger strike

In protest against his treatment and conditions at
Guantanamo, Omar
Khadr embarked on a hunger strike in July 2005 along with up
to 200
other detainees. He went without food for 15 days, during
which he
was taken to the camp hospital twice to be given intravenous
fluids.
Omar Khadr lost 30 pounds (13.5kg) during the strike. Another
detainee, Omar Deghayes, says he witnessed Omar Khadr
vomiting
blood. During the hunger strike the abuse did not stop. On
one
occasion, when guards were transferring him to the hospital,
he was
told to walk back to his cell. As he was too weak to do so,
the
guards allegedly lifted him off the ground and repeatedly
kicked his
leg. The hunger strike ended in July when the US authorities
apparently made a number of concessions to the detainees. The
detainees resumed their hunger strike in August, however,
because
the camp authorities had not kept their promises and in
response to
particularly brutal abuse. One of those at the receiving end
of a
beating was Omar Khadr.

"Get ready for a miserable life." Interrogator to Omar Khadr
in Guantanamo.

In November 2004 Omar Khadr's lawyers gave him a series of
psychological
tests which were sent to independent psychiatrists for
evaluation. In answer
to some of the questions Omar Khadr stated that he had
flashbacks,
difficulty sleeping and had heard voices when no one was
there.

Dr Eric W. Turpin, an expert on the mental health of
juveniles in
correctional facilities, evaluated the tests. He said Omar
Khadr's
symptoms were "consistent with those exhibited by victims of
torture" and called for "the immediate cessation of mental
and
physical abuse". He noted that the conditions in which Omar
Khadr
was held were particularly harmful to adolescents. He
concluded that
Omar Khadr had a mental disorder "including but not limited
to post-
traumatic stress disorder" and that he was "a moderate to
high risk
of suicide". Government lawyers sought to cast doubt on the
doctors'
diagnosis by saying they had relied on second hand testimony,
overlooking the dark irony that the same government was
denying any
kind of independent medical evaluation.

Role of Canadian authorities

"I'm not here to help you. I'm not here to do anything for
you. I'm
just here to get information." Canadian interrogator to Omar
Khadr
in Guantanamo

Flying in the face of overwhelming evidence to the contrary,
the
Canadian government accepted the promise of the then
Secretary of
State Colin Powell, who stated that "all enemy combatants at
Guantanamo are treated humanely" when writing to the Canadian
authorities about Omar Khadr. The Canadian government may not
simply
have neglected their responsibilities towards Omar Khadr. It
may
also have been complicit in his detention and ill-treatment.
Omar
Khadr has been interrogated several times by Canadian
officials.

According to papers filed in a US court, Omar Khadr was
visited by
Canadian officials four times in four days, starting on 27
March
2003. Rather than asking about his health or if he wanted to
send a
message to his family, the Canadian officials interrogated
him. A
video of the interrogation was finally released on 15th July
2008.

Canadian lawyers for Omar Khadr filed a lawsuit against the
Canadian
government, arguing that the authorities had violated the
Canadian
Constitution by "participating in interviews or
interrogations
without a lawyer being present, without [Omar Khadr] being
allowed
access to consular representation to get advice, without him
being
allowed to speak to family and friends".

Another lawsuit attempted to force the Canadian government to
release all its files on Omar Khadr. The government argued
that
doing so would "be injurious to international relations,
national
defense or national security".

A memo of William Hooper, Assistant Director of Operations at
the
Canadian Security Intelligence Service, which was made public
as a
result of this case, revealed the logic of the government's
neglect
of the human rights of one of its citizens. It states that
"any
efforts to limit or fetter the service's investigative
powers∑ will
hamper the service's ability to advise the Canadian
government".

The Canadian government has since written to Amnesty
International
stating that it has raised the allegations of abuse of Omar
Khadr
with the US government. It said it was engaged in "ongoing
diplomatic discussions" with the US regarding his legal
status and
had requested an independent medical evaluation.

Legal issues

The US government alleges that Omar Khadr is an "al-Qa'ida
fighter"
and has classified him as an "enemy combatant". Despite this,
it has
refused to charge Omar Khadr with a recognizably criminal
offence
and give him a full and fair trial. Instead, Omar Khadr is to
be
tried by military commission, though they will not seek the
death
penalty in his case. The military commissions are executive
bodies
with the power to hand down death sentences against which
there is
no right of appeal to any court. The military commissions are
fundamentally flawed and cannot provide fair trials in
accordance
with internationally recognized standards.[1]

Blog on the blogs covering HSF, Austal, JHSV, & LCS

I'm gone for less than a week and interesting information came fast and
furious every day. I'll take it in chronological order:

First, the local newspaper in Mobile, Alabama posted this on their news
blog on July 29:
'LCS report' Posted by Press-Register Staff July 29, 2008
This Naval Audit Service report found a 'significant breakdown' in
internal management controls for the littoral combat ship under
construction at Austal USA's shipyard in Mobile. The Press-Register
obtained the report under the Freedom of Information Act. The audit

proprietary business reasons. Download file

Second, from July 30, BYM Marine & Maritime News released the following:
http://www.bymnews.com/news/newsDetails.php?id=40107
'Austal submits final Joint High Speed Vessel proposal to US Navy'
Wednesday, 30 July 2008
'Austal submitted its final Phase II Joint High Speed Vessel (JHSV)
submission to the US Navy this week...[based on the] design and
construction experience of commercially based high speed vessels in the
USA...Austal USA recently launched the 127 metre trimaran LCS-2
^ÓIndependence^Ô combat ship for the US Navy and has under construction
the second 107 metre Hawaii Superferry catamaran high speed
vehicle-passenger ferry. In 2007 Austal USA delivered the first Hawaii
Superferry ^ÓAlakai^Ô for intra-island service in the Hawaiian islands.
Austal was recently awarded a new contract to provide additional features
and equipm ent on the second Hawaii Superferry to facilitate its use by
the military...'

Third, from July 30, Larry Geller immediately picked this up on his blog
at:
http://disappearednews.com/2008/07/austal-contract-confirms-military-use.html
'Austal contract confirms military use of the Superferry is intended'

Fourth, from later July 30, Joan Conrow picked up on Larry's blog at:
http://kauaieclectic.blogspot.com/2008/07/superferry-military-link.html
'Superferry Military Link'
'I just checked out Larry Geller's Disappeared News blog and he has a
very interesting post that confirms something that many of us have
believed all along: the Hawaii Superferry is indeed intended for military
purposes...As you may recall, the company had sought federal funding to
equip the second ferry with ramps that would allow the military vehicles
to easily access the ship. Other documents indicated that Austal also
wanted to add desalination and sewage treatment plants and widen the hull
to facilitate military uses. The total price tag was $5 million...'

Fifth, on July 30, Marine Link.com carried the following article on the
JHSV with a picture of HSF's Alakai right next to it:

'WASHINGTON -- Austal USA failed to keep Navy managers informed about the
cost and schedule of the littoral combat ship under construction at its
Mobile yard, according to a recent report that also faults the Navy and
the project's lead contractor, General Dynamics Corp., for failing to

Seventh, on July 31, LCS-1 was launched, a competitor of Austal's. Here
is an article:

'Ramp will give next Superferry vessel increased flexibility'
By Derrick DePledge
'The second high-speed catamaran being built for Hawaii Superferry will
include a vehicle ramp to make the vessel more flexible at state harbors
and more suitable for military use...The second catamaran is under
construction at the Austal USA shipyard in Mobile, Ala., and is expected
to be delivered next year. Fargo said Superferry has not determined
whether it will also retrofit the Alakai...Fargo said yesterday that
Superferry decided to go ahead with the ramp without the defense money
but is still hopeful...'

Tenth, on July 31, the Mobile Ala bama Press-Register carried the
following article:

'Austal submits bid to build up to 10 high-speed military vessels'
Thursday, July 31, 2008
By KAIJA WILKINSON
'Mobile shipbuilder Austal USA said Wednesday that it had submitted its
final bid for a contract that could lead to construction of up to 10
high-speed troop transport ships...
'We have the trained workforce ready today, we have the facilities
available today to support construction, and we have already built a
vessel of very similar design right here in Mobile,' he said, referring
the Hawaii Superferry...
The Mobile shipbuilder also said Wednesday that it had won new work to
provide 'additional features and equipm ent on the second Hawaii
Superferry to facilitate its use by the military.'
Part of a $190-million, two-ship contract, the vessel is being built for
Hawaii Superferry Inc. The first Superferry is in service in Hawaii, but
the company's plan to run an inter-island ferry service has been plagued
by environmental protests, and company officials could be positioning the
vessel for sale to a third party.
Browning said he met recently with Thomas Fargo, a retired U.S. Navy
admiral who is Hawaii Superferry's chief executive, and there was 'no
mention' of plans to sell the second vessel.
'However, the national defense features we are adding to HSF 2 would
enable the vessel to be chartered to the military if they so desired,'
Browning said...'

Eleventh, on July 31, Larry Geller responding on his blog to finding his
name on the obits page:
http://disappearednews.com/2008/07/does-military-adaptation-of-superferry.html
'Does military adaptation of Superferry deserve its spot on the obituary
page?'

Twelveth, on July 31, Joan Conrow follows up on these events with some
additional commentary:
http://kauaieclectic.blogspot.com/2008/07/more-on-superferry-military-links.html

'More on Superferry Military Links'
'...Now I don^Òt mind if HSF 2, or even the Alakai, for that matter, is
made into a milit ary ship, although it bothers me that the HSF spent so
much money lobbying in an effort to get us taxpayers to pick up the tab.
But I^Òm a fan of full disclosure, and when Hawaii Superferry came to
town, asking for all sorts of state help and public acceptance for what
is proving to be a rather dubious commercial enterprise, I think they
should have been totally up front about their military aspirations. Then
we all could have weighed the issue more carefully, and asked such
probing questions as whether HSF really is committed to the state for the
long haul, or if we^Òll be left holding the bag for those expensive
harbor improvements, tugboat operations and litigation ^× and have no
alternative form of transportation to show for it...But slow by slow, it
seems the truth is being revealed, and perhaps one day the full tale will
be told...'

Thirteenth, later on July 31, rab id reporter Andy Parx wrote a great
blog entry review of all this with some biting literary sarcasm at:
http://parxnewsdaily.blogspot.com/2008/07/no-no-its-just-whiskerless-barking-cat
.html

'NO, NO- IT^ÒS A JUST WHISKERLESS BARKING CAT'
'...the best kind of scam of all. The most superlatively run cons have
partnerships where one of the scammers is also scamming the others
because they^Òre too busy conning others to realize they^Òre being taken.
Ever wonder why an obvious idiot like Garibaldi was put in charge?
Garibaldi thought he was going to con everyone else into actually
accepting the ferry, be a hero and make a lot of money. Lingle thought
she was going to con everyone to put a higher-office feather in her
admiral's cap. Everyone inv olved was out to con someone into something
for their personal enrichment, whether monetary or otherwise including
many of the ^Óregular people^Ô who thought they were getting insanely
cheap transportation or a way to steal and smuggle back neighbor island
resources or at least exploit them on the cheap...The most rabid
Superferry proponent even asks ^Óhow could these people be so stupid.^Ô
The answer is they weren^Òt and aren^Òt...Nobody is that stupid. They
always had this as their real plan.'

Fourteenth, on August 1st, BYM Marine & Maritime News and the Mobile
Alabama Press-Register came back with some more good coverage:
http://www.bymnews.com/news/newsDetails.php?id=40193
'Austal breaks ground on new Modular Manufact uring Facility'
'Austal^Òs US operation located in Mobile, Alabama, celebrated the start
of work on its Modular Manufacturing Facility (MMF) with a groundbreaking
ceremony on July 31, 2008...The state-of-the-art facility will be capable
of constructing six large aluminum vessels such as the Navy^Òs Littoral
Combat Ship (LCS) and/or Joint High Speed Vessel (JHSV) per year...Austal
submitted its final Phase II Joint High Speed Vessel (JHSV) submission to
the US Navy this week following an extensive detailed design and review
process...Austal is preparing to launch the second of two 107-meter
Hawaii Superferries in September...'

http://blog.al.com/live/2008/08/austal_begins_245m_facility.html
'Austal begins $245M facility'
Posted by KAIJA WILKINSON August 01, 2008
'A ustal USA is banking on a $254 million expansion of its Mobile
shipyard to lay the groundwork for large-scale U.S. military work. Austal
broke ground Thursday on a modular manufacturing facility that promises
faster, less expensive ship construction at a time when the Defense
Department is trying to rein in costs, particularly on ships. Whether the
U.S. Navy responds with new contracts remains to be seen...According to
Browning, the new facility will allow Austal to build ships 10 percent
faster from contract award to delivery and trim up to 25 percent of the
cost of the next three LCS frames should it win three more...At full
build-out, the facility would be capable of turning out six ships on the
scale of the LCS each year...Again, that will hinge on winning more
work...During the ceremony Browning pointed to the 'huge amount of
support' the company has gotten on the local, state and federal level
since arriving here about eight years ago. Austal will get $24.4 million
in sales tax breaks for its new facility, and the Navy has agreed to pay
$33 million of the tab, part of a $140 million federal effort to boost
post-Hurricane Katrina recovery at Gulf Coast shipyards.'

Lastly, on August 1st, Dick Mayer sent out the following bit of humor:

WASTING MY TIME

I work as hard as anybody,
I get up early, take a shower,
change into my uniform,
drive to work, punch in,
squeeze in a cup of coffee
before I go to it.

Look at him go,
the management say, he works
harder without supervision,
he is one of the best,
a true gem, and to think
we underestimated him.

They always underestimate
the best.

I do things without thinking,
I lift furniture with pallet jacks,
I stack them high and pull them
past the management.

Look at him go, they say,
irreplaceable, they say,
when he quits I'm walking out,
they say.

Truth is, I hate my job,
I hate lifting furniture, helping
'customers' and smiling
as if I enjoy it.

I would rather drink all day
and imagine creatures
in the clouds.

Instead I twist my back,
I sprain my feet and cut my skin
on cardboard.

He's tough, they say,
he can handle anything,
and by saying this they get
a little bit more from me.

Waving Goodbye to Hegemony
By PARAG KHANNA
Published: January 27, 2008

Turn on the TV today, and you could be forgiven for thinking its 1999.
Democrats and Republicans are bickering about where and how to intervene,
whether to do it alone or with allies and what kind of world America
should lead. Democrats believe they can hit a reset button, and
Republicans believe muscular moralism is the way to go. Its as if the
first decade of the 21st century didnt happen and almost as if history
itself doesnt happen. But the distribution of power in the world has
fundamentally altered over the two presidential terms of George W. Bush,
both because of his policies and, more significant, despite them. Maybe
the best way to understand how quickly history happens is to look just a
bit ahead.

It is 2016, and the Hillary Clinton or John McCain or Barack Obama
administration is nearing the end of its second term. America has pulled
out of Iraq but has about 20,000 troops in the independent state of
Kurdistan, as well as warships anchored at Bahrain and an Air Force
presence in Qatar. Afghanistan is stable; Iran is nuclear. China has
absorbed Taiwan and is steadily increasing its naval presence around the
Pacific Rim and, from the Pakistani port of Gwadar, on the Arabian Sea.
The European Union has expanded to well over 30 members and has secure oil
and gas flows from North Africa, Russia and the Caspian Sea, as well as
substantial nuclear energy. Americas standing in the world remains in
steady decline.

Why? Werent we supposed to reconnect with the United Nations and reaffirm
to the world that America can, and should, lead it to collective security
and prosperity? Indeed, improvements to Americas image may or may not
occur, but either way, they mean little. Condoleezza Rice has said America
has no permanent enemies, but it has no permanent friends either. Many saw
the invasions of Afghanistan and Iraq as the symbols of a global American
imperialism; in fact, they were signs of imperial overstretch. Every
expenditure has weakened Americas armed forces, and each assertion of
power has awakened resistance in the form of terrorist networks, insurgent
groups and asymmetric weapons like suicide bombers. Americas unipolar
moment has inspired diplomatic and financial countermovements to block
American bullying and construct an alternate world order. That new global
order has arrived, and there is precious little Clinton or McCain or Obama
could do to resist its growth.

The Geopolitical Marketplace

At best, Americas unipolar moment lasted through the 1990s, but that was
also a decade adrift. The post-cold-war peace dividend was never converted
into a global liberal order under American leadership. So now, rather than
bestriding the globe, we are competing and losing in a geopolitical
marketplace alongside the worlds other superpowers: the European Union and
China. This is geopolitics in the 21st century: the new Big Three. Not
Russia, an increasingly depopulated expanse run by Gazprom.gov; not an
incoherent Islam embroiled in internal wars; and not India, lagging
decades behind China in both development and strategic appetite. The Big
Three make the rules their own rules without any one of them dominating.
And the others are left to choose their suitors in this post-American
world.

The more we appreciate the differences among the American, European and
Chinese worldviews, the more we will see the planetary stakes of the new
global game. Previous eras of balance of power have been among European
powers sharing a common culture. The cold war, too, was not truly an
East-West struggle; it remained essentially a contest over Europe. What we
have today, for the first time in history, is a global,
multicivilizational, multipolar battle.

In Europes capital, Brussels, technocrats, strategists and legislators
increasingly see their role as being the global balancer between America
and China. Jorgo Chatzimarkakis, a German member of the European
Parliament, calls it European patriotism. The Europeans play both sides,
and if they do it well, they profit handsomely. Its a trend that will
outlast both President Nicolas Sarkozy of France, the self-described
friend of America, and Chancellor Angela Merkel of Germany, regardless of
her visiting the Crawford ranch. It may comfort American conservatives to
point out that Europe still lacks a common army; the only problem is that
it doesnt really need one. Europeans use intelligence and the police to
apprehend radical Islamists, social policy to try to integrate restive
Muslim populations and economic strength to incorporate the former Soviet
Union and gradually subdue Russia. Each year European investment in Turkey
grows as well, binding it closer to the E.U. even if it never becomes a
member. And each year a new pipeline route opens transporting oil and gas
from Libya, Algeria or Azerbaijan to Europe. What other superpower grows
by an average of one country per year, with others waiting in line and
begging to join?

Robert Kagan famously said that America hails from Mars and Europe from
Venus, but in reality, Europe is more like Mercury carrying a big wallet.
The E.U.s market is the worlds largest, European technologies more and
more set the global standard and European countries give the most
development assistance. And if America and China fight, the worlds money
will be safely invested in European banks. Many Americans scoffed at the
introduction of the euro, claiming it was an overreach that would bring
the collapse of the European project. Yet today, Persian Gulf oil
exporters are diversifying their currency holdings into euros, and
President Mahmoud Ahmadinejad of Iran has proposed that OPEC no longer
price its oil in worthless dollars. President Hugo Chvez of Venezuela went
on to suggest euros. It doesnt help that Congress revealed its true
protectionist colors by essentially blocking the Dubai ports deal in 2006.
With London taking over (again) as the worlds financial capital for stock
listing, its no surprise that Chinas new state investment fund intends to
locate its main Western offices there instead of New York. Meanwhile,
Americas share of global exchange reserves has dropped to 65 percent.
Gisele Bndchen demands to be paid in euros, while Jay-Z drowns in 500 euro
notes in a recent video. American soft power seems on the wane even at
home.

And Europes influence grows at Americas expense. While America fumbles at
nation-building, Europe spends its money and political capital on locking
peripheral countries into its orbit. Many poor regions of the world have
realized that they want the European dream, not the American dream. Africa
wants a real African Union like the E.U.; we offer no equivalent.
Activists in the Middle East want parliamentary democracy like Europes,
not American-style presidential strongman rule. Many of the foreign
students we shunned after 9/11 are now in London and Berlin: twice as many
Chinese study in Europe as in the U.S. We didnt educate them, so we have
no claims on their brains or loyalties as we have in decades past. More
broadly, America controls legacy institutions few seem to want like the
International Monetary Fund while Europe excels at building new and
sophisticated ones modeled on itself. The U.S. has a hard time getting its
way even when it dominates summit meetings consider the ill-fated Free
Trade Area of the Americas let alone when its not even invited, as with
the new East Asian Community, the regions answer to Americas Apec.

The East Asian Community is but one example of how China is also too busy
restoring its place as the worlds Middle Kingdom to be distracted by the
Middle Eastern disturbances that so preoccupy the United States. In
Americas own hemisphere, from Canada to Cuba to Chvezs Venezuela, China is
cutting massive resource and investment deals. Across the globe, it is
deploying tens of thousands of its own engineers, aid workers,
dam-builders and covert military personnel. In Africa, China is not only
securing energy supplies; it is also making major strategic investments in
the financial sector. The whole world is abetting Chinas spectacular rise
as evidenced by the ballooning share of trade in its gross domestic
product and China is exporting weapons at a rate reminiscent of the
Soviet Union during the cold war, pinning America down while filling
whatever power vacuums it can find. Every country in the world currently
considered a rogue state by the U.S. now enjoys a diplomatic, economic or
strategic lifeline from China, Iran being the most prominent example.

Without firing a shot, China is doing on its southern and western
peripheries what Europe is achieving to its east and south. Aided by a 35
million-strong ethnic Chinese diaspora well placed around East Asias
rising economies, a Greater Chinese Co-Prosperity Sphere has emerged. Like
Europeans, Asians are insulating themselves from Americas economic
uncertainties. Under Japanese sponsorship, they plan to launch their own
regional monetary fund, while China has slashed tariffs and increased
loans to its Southeast Asian neighbors. Trade within the
India-Japan-Australia triangle of which China sits at the center has
surpassed trade across the Pacific.

At the same time, a set of Asian security and diplomatic institutions is
being built from the inside out, resulting in Americas grip on the Pacific
Rim being loosened one finger at a time. From Thailand to Indonesia to
Korea, no country friend of Americas or not wants political tension to
upset economic growth. To the Western eye, it is a bizarre phenomenon:
small Asian nation-states should be balancing against the rising China,
but increasingly they rally toward it out of Asian cultural pride and an
understanding of the historical-cultural reality of Chinese dominance. And
in the former Soviet Central Asian countries the so-called Stans China
is the new heavyweight player, its manifest destiny pushing its Han
pioneers westward while pulling defunct microstates like Kyrgyzstan and
Tajikistan, as well as oil-rich Kazakhstan, into its orbit. The Shanghai
Cooperation Organization gathers these Central Asian strongmen together
with China and Russia and may eventually become the NATO of the East.

Subject: NZ: Greens trumpet new GE protection for farmers

...a legislative model worth looking at? m

Thursday, 31 July 2008
GREENS TRUMPET NEW GE PROTECTION FOR FARMERS

Green Party says it has negotiated new safeguards to protect farms against
genetically engineered crops.

Co-leader Jeanette Fitzsimons said farmers who wanted to stay GE-free had
the right to information about their neighbours and parts of the
protection regime could be introduced before the election.

It means there will be:

* an open public register of the location and identity of any GE crops
allowed to be grown, excluding field trials;

* a second open public register on the compliance record of all field
tests with details of reasons for any non-compliance;

* a system of segregation to ensure GE material would not contaminate any
non-GE crops;

* a "traceability" system from the point of production to the shop shelf
based on the European Union model; and

* an agreement that the question of liability and payment for harm
resulting from the use of GE organisms would be considered again by the
Cabinet.

Ms Fitzsimons said a public consultation process would start immediately
and would be only last a few weeks.

"Some changes could be made before the election," she said.

"If at some future date National and Labour use their powers to try to
force New Zealand to accept the general release of GE crops, at least
there'll be more rights and information for neighbours and for those who
question GE."

Ms Fitzsimons said the safeguards had been gained after long and
difficult debates with various ministers.

She paid tribute to Environment Minister Trevor Mallard for ensuring
progress.

"Of course all this is a far cry from what the Green Party would like to
see eventually - a totally GE-free food industry in New Zealand and
promotion overseas of our clean and green GE status as a major marketing
advantage," she said.

"With only six MPs we haven't yet been able to achieve that."

Under The Hood Importance Of Looking Deeper

It's easy to get caught up in examining our actions instead of really
deeply examining ourselves. This can be deceiving because our actions may
be very spiritual-we meditate, are nice to people, take care of ourselves
and others-and yet, we may not be penetrating to the issues below the
surface. It's as if we've washed and shined the surface of our car without
taking the time to check under the hood. We may appear to be in great
shape, but if we aren't engaging in the deep, inner work of
self-examination, the chances are good that we are not deeply aware of the
real substance of our lives.

We live in a very appearance-oriented, externally focused world, so it
makes sense that we place a lot of value on how our lives look, sometimes
to the detriment of noticing how our lives really feel. When we get too
caught up in what we are doing and lose track of our core, we sometimes
begin to feel dissociated, as if we are not fully awake, alive, and
grounded. This is a sure sign that it's time to engage in the hard work of
going deep within to rediscover the foundation of our lives. Without the
substance that comes from looking at ourselves deeply, and working through
the difficult things we find, our spiritual lives can start to feel hollow
or shallow, as if there's nothing at the center holding it all together.

Of course, the peace that comes with meditation and spiritual practice is
an essential part of the whole picture of our development, but it serves
us best in conjunction with the less settling, more chaotic work of
digging around below the surface to see what needs to be healed, owned, or
released.. Then our actions are more than just an attempt to keep
everything in control, looking pretty and nice. Fueled by the energy of a
life in transformation, they become powerful expressions of courage and
faith, further inspiring our own inner work and that of those around us.

Subject: Inouye vs. Hawaii (et al.) on Invasive Species

Senate standoff delays ship-cleaning standards bill
Issue is whether states can pass stronger rules than federal regulations
By Erica Werner
Associated Press

WASHINGTON - Tiny foreign mussels assault drinking water sources in
California and Nevada. A deadly fish virus spreads swiftly through the
Great Lakes and beyond. Japanese shore crabs make a home for themselves
in Long Island Sound, more than 6,000 miles away.

These are no exotic seafood delicacies. They're a menace to U.S. drinking
water supplies, native plants and animals, and they cost billions to
contain. Yet Congress is moving to address the problem at the pace of a
plain old garden snail. With time for passing laws rapidly diminishing in
this election year, two powerful Senate committee chairmen are at
loggerheads over legislation to set the first federal cleanup standards
for the large oceangoing ships on which aquatic invasive species hitch a
ride to U.S. shores.

The dispute is between Sen. Barbara Boxer, D-Calif., who chairs the
Environment and Public Works Committee, and Sen. Daniel Inouye, D-Hawaii,
chairman of the Commerce, Science and Transportation Committee.

Boxer is blocking a cleanup bill passed by Inouye's committee over
concerns it would pre-empt stronger standards in California and a handful
of other states; Inouye believes a single national standard is needed.
Boxer also insists the cleanup program be governed in part by the Clean
Water Act - which would give environmental groups the right to sue to
enforce it - while Inouye's bill keeps the program in the hands of the
Coast Guard.

Similar cleanup legislation has already passed the House, but advocates
on both sides are pessimistic about breaking the impasse before Congress
finishes up work for the year.

Experts say there's no time to waste.

"We are working against the clock, not just politically but out there in
the real world, because every year that passes we get more invasions and
those invasions stay forever," said Jennifer Nalbone, invasive species
campaign director for Great Lakes United.

It's "clearly a national crisis," Nalbone said.

Most aquatic invasive species travel in the ballast water that large
ships take on for balance when they're not carrying cargo. Ballast water
picked up near Japan and dumped off the coast of California, for example,
can bring with it hundreds of foreign species ranging from microscopic
bacteria to weeds, fish, crabs and mussels.

Some of these new arrivals establish themselves quickly, and with
devastating effect.

Among the best-known cases: Little quagga and zebra mussels from Eastern
Europe were discovered in the Great Lakes two decades ago, likely having
boarded ships from Europe. In the first six years after their arrival the
creatures wreaked as much as $500 million in damage on the regional
economy, clogging water intake pipes and gobbling algae at the base of
the aquatic food chain.

Then the mussels began to spread, making their way to Lake Mead in
Nevada, where they were discovered just last year, and to Southern
California. The Metropolitan Water District of Southern California
anticipates spending upward of $15 million annually just to quell quagga
mussel infestations in its Colorado River aqueducts.

There's agreement that the current method for dealing with aquatic
invasive species is inadequate. Under Coast Guard oversight, ships are
supposed to dump out their ballast water 200 miles from U.S. shores and
take on new water. This is meant to wash out invasive species along for
the ride.

But the program is not closely enforced, and not all invasive species are
eliminated, since some just sink to the bottom of the tank and don't wash
out.

"By the time the ship finally makes it into shore most of what you got
rid of will have regrown," said Joel Mandelman, vice president and
general counsel of Nutech 03, Inc., a company working on technology to
clean ballast water by blasting it with ozone. And "you don't know what
new or additional invasive species you'll pick up."

The pending legislation would set standards for how many invasive
organisms can be in ballast water when it arrives in port. That's meant
to drive development of technology such as Mandelman's that would clean
ballast water directly.

"There is no doubt that ballast water legislation that stems the tide of
invasive species entering our waters from ships needs to be passed
immediately," Inouye said through a spokesman. He declined to comment
directly on Boxer's opposition, but said he was "disappointed that we
have not yet been able to move this bill out of the Senate."

Under Senate procedures, opposition from a single senator is enough to
stop a bill. But Boxer said in an interview that she still hoped for a
deal.

"I think we can make this work, and all I care about is the end result,"
Boxer said. "And I'm here for one reason - I've got to protect the health
of the people I represent."

But Inouye doesn't support letting states set their own standards
stricter than federal rules, as Boxer insists upon. For the shipping
industry and companies working on ballast water technology, that's a
nonstarter. They say they need a uniform standard to build to. Leading
environmental groups including the National Wildlife Federation are
behind the federal legislation, saying it's important to put strong,
national standards in place now. But the Natural Resources Defense
Council and others prefer the status quo, especially after
environmentalists won a federal appeals court ruling in July that
requires the Environmental Protection Agency to regulate ballast water
discharge under the Clean Water Act.

The EPA is finalizing a permit that enshrines the Coast Guard procedure
already in place - ballast water exchange 200 miles offshore. Supporters
of federal legislation say that's much too weak, but opponents view the
ruling as a starting point that will allow states to maintain existing
programs, and give environmentalists the right to sue for stronger rules
going forward.
